Trevor Sargent TD welcomes funding for Fingal County Enterprise Board

Green Party TD Trevor Sargent has welcomed an extra €3.3 million funding boost to help support local businesses. The announcement by the Taoiseach today is expected to create more than 450 jobs.

Sargent said: “Fingal County Enterprise Board is to receive €149, 068 which will help create or support 21  jobs. Every job we support or create will directly help to sustain the local economy and I welcome today’s announcement.
County Enterprise Boards support micro-enterprises employing 10 or fewer workers in the start-up and expansion phases. The extra funding announced today is designed to support local enterprise in cities, towns and villages across the country.

Deputy Sargent said: “Fingal County County Enterprise Board were asked what extra capital they could use and pay out this year and what job numbers they would estimate against that spending. The figures are based on what projects and activities could be advanced this year. I hope the board continues to get the support it deserves and needs to encourage entrepreneurship in  Fingal .

Funding grant for Fingal Community College

MINISTER FOR EDUCATION TELLS TREVOR SARGENT T.D. THAT FINGAL COMMUNITY COLLEGE, SWORDS, WILL GET THE DISABILITY ACCESS IT NEEDS

Local T.D., Trevor Sargent, is glad to report that the application from Fingal  Community College, Swords, for a ramp and disabled access to the Computer Room has been sanctioned and funding will now be provided.

Commenting, Deputy Sargent said ‘This funding reflects the Government priority to ensure equality of access to education and quality of life are core criteria for monetary decisions.  I look forward to the Building Unit in the Department of Education delivering on this decision’.

Funding for local housing projects welcomed

Local TD and Government Minister Trevor Sargent has welcomed news that funds are being provided for  housing projects for elderly and homeless people.

Commenting on the announcement today of financial support for numerous housing projects nationwide, including some in Fingal, Minister Sargent said that “despite the difficult economic situation, the government has recognised the need to look after the most vulnerable in our society and is providing the funds necessary to provide suitable housing for them.”

The grant aid of €157 million announced today by Minister for Housing and Local Services, Michael Finneran TD,  includes provision for 12 housing units at Hamlet Lane in Balbriggan, 7 at St. Michael’s House in Swords and 2 units at Pinewood Green Court, Balbriggan. These are all operated by voluntary bodies which also provide a number of additional services including communal meals, laundry and security.

“In these challenging times, the role of voluntary organisations becomes even more important.” Minister Sargent continued, “I’m pleased to see that we have been able to secure for them the necessary financial support to allow them to continue their important work.”

Minister Sargent also expressed the hope that Minister Finneran would soon be issuing a call for proposals for further projects, perhaps making use of available built housing, in addition to the new build schemes already funded.

Funding for environmental projects welcomed

Real boost to community says Food Minister

Trevor Sargent TD, Minister for Food and Horticulutre, has welcomed funding for a number of environmental projects inFingal. The funding is provided by the Department of the Environment under the Local Agenda 21 Environmental Partnership Fund and is matched by Fingal County Council.

Minister Sargent said: “I’m delighted that this funding has been awarded. While the sums are small, they will make a huge difference to the projects concerned. These projects help educate our community, particularly those aimed at children and will also help to save energy or enhance our environment in a targeted way.”

Funding has been awarded to, among others, The Irish Seal Santuary to help develop coastal eco-walks for groups with intellectual disablilities, The Irish Wildlife Trust for a number of projects including Biodiversity Planning with Fingal Tidy Town Groups and Conservation Volunteers Fingal to assist with Managing the Lutrellstown Woodland for Biodiversity. Each sum that has been awarded to a project will be matched by Fingal County Council, serving to double the funding provided.

“I particularly welcome the funding provided to composting and garden projects. Food production, above all locally grown organic, enhances our food security and lowers our food air miles, helping to cut down on our carbon footprint. Only two or three decades ago growing food at home or in the community was the norm. We’ve since lost much of our skills and knowledge in this area. I hope the projects involved will help reinstate some of that.”

Government Grants Fingal over €7.7m for Rural Development Programme.

Trevor Sargent T.D., Minister for Food and Horticulture, expressed his delight at the announcement today of funding for Fingal under the LEADER Rural Development Programme. Under the scheme, Fingal will receive €7,766,780 in funding.

The overall national allocation represents almost a three-fold increase on the funds available under the previous LEADER programme. The LEADER programme is 55% funded by the EU with the other 45% coming from the Exchequer.

The Minister for Community, Rural and Gaeltacht Affairs today announced the selection of the Local Action Groups and associated approved funding. Among the activities that will receive support are:

  • Business creation and development
  • Tourism activities
  • Village renewal and development
  • Conservation and upgrading of the rural heritage
  • Diversification into non-agricultural activities
  • Training and skills acquisition for preparation and implementation of a local development strategy

As well as the increased funding, other changes from previous Programmes include increases on rates of aid for community projects (from 50% to 75%) and an increase in the aid ceilings for capital projects (from €100,000 to €200,000 in most cases). In exceptional circumstances, provision has been made for grant aid of up to €500,000 for non-commercial community flagship projects.

Commenting on the announcement, Minister Trevor Sargent said, “I am glad to see Fingal being granted such a significant amount of support, particularly in the difficult economic climate we now face. I look forward to seeing how this money will be used, particularly as the community will themselves largely decide where it will be spent. Leader funding has to date been a critical help to communities developing Farmers’ Markets and cultivating local food economics. Fingal has seen a tremendous growth in population and there is now an opportunity to develop a range of activities and new businesses. This funding will greatly assist in this.

- Fingal gets €50,000 award toward litter campaign

7 July 2008 – Minister for Enfironment Announces Grants for Public Education and Awareness Initiatives on Litter and Graffiti

Fingal Green Party TD and Minister for Food and Hortuculture, Trevor Sargent TD, welcomed the announcement of the grants, in particular the news that Fingal was to receive €50,000 under the scheme.

“I’m delighted that Fingal, as well as the other councils, is to receive this money. “, he said, “I am sure that Fingal County Council will make good use of the money to fund awareness and education camapigns. Here’s hoping the initiave will help to keep this beautiful part of the country litter-free.”

Under the Litter Pollution Acts, local authorities have, in addition to litter functions, a responsibility to prevent and take remedial action in relation to graffiti. The criteria for selection of suitable projects under this scheme have been expanded in 2008 to include anti-graffiti awareness initiatives, in order to support local authorities in their work in this area.

The grants to city and county councils cover a broad range of measures to raise public awareness and promote anti-litter and anti-graffiti activity at local level.  Typically, eligible projects include local media campaigns, clean-ups, primary/secondary school competitions, exhibitions and the production of videos, posters and leaflets.

Local authorities select from projects put forward to them, and decide on individual allocations. There is a particular focus on involving schools, young people and voluntary initiatives by community groups.  The maximum grant for a project may be up to 70% of the cost and the balance must be met by local contributions.

- Minister Sargent alerts farmers to 15 May deadline for applications for Organic Farming Scheme

 The Minister for Food and Horticulture at the Department of Agriculture, Fisheries and Food, Trevor Sargent T.D., today urged farmers wanting to join the new Organic Farming Scheme in 2008 to have their applications with the Department by 15 May. This deadline arises from new EU Regulations governing the operation of agri-environment schemes, including the Organic Farming Scheme and REPS 4. “The Regulations were clarified in intensive discussions between our officials and their counterparts in the Commission over the past few weeks,” Minister Sargent said, “and it is important that farmers who want to join the Organic Scheme this year are aware of the comparatively tight time-frame within which they must now apply.”

Minister Sargent said that farmers who were coming to the end of existing REPS contracts later this year, and who intended to join the Organic Scheme, should get their applications in by 15 May. “Once we have the applications by 15 May we can process them,” the Minister said, “and farmers will be in a position to receive payment under the new Scheme during 2008.”

The new Commission Regulations also lay down rules for the way in which farmers will be paid under the Organic Farming Scheme:

Payment will be on a calendar year basis; in other words a farmer will be paid for the number of months in the year in which he or she is in the Scheme.

Payment will be in two stages. The first payment, which will be at the rate of 75%, will be released when the administrative checks (both for the Scheme itself and for the Single Payment Scheme) are completed. In practice this is likely to be early autumn.

The remaining 25% will be released when the last of the on-farm inspections for the year has taken place. This is likely to be towards the end of the year, probably December.

All undertakings will have an anniversary date of 1 January.

Minister Sargent emphasised that the new deadline and payment rules applied to all farmers joining the Scheme, whether or not they intended to join REPS 4 as well. He said that his officials would meet the organic certification bodies as soon as possible to explore the practical implications of the changes, particularly with a view to synchronising the start of new organic farmers’ conversion periods as far as possible with their entry into the new Scheme.

Currently REPS 2 and REPS 3 farmers wanting to convert to organics and join the new Organic Farming Scheme must transform to REPS 4. “To facilitate the development of the organic sector in Ireland, and to help achieve the Government’s 5% target, it would be preferable if farmers could remain in REPS 2 or REPS 3 and also participate in the Organic Farming Scheme,” Minister Sargent said. He has asked the relevant officials in his Department to explore the issue with the Commission as a matter of urgency.

- Sargent Welcomes Community Support for Older People in the North County

 7 March 2008

Trevor Sargent TD, Minister of State at the Department of Agriculture, Fisheries and Food, today welcomed the announcement of funding for Dublin North under the Department of Community, Rural and Gaeltacht Affairs’ Scheme of Community Support for Older People.

Welcoming the funding, Minister Sargent said: “This funding is much-needed to encourage and assist the community’s support for older people through locally based provision of socially monitored alarm systems, and security equipment such as sensor lighting, window locks, door locks, door chains and smoke alarms. There is also funding available for interior security lighting for qualifying older people living on our offshore islands.

“Naul Senior Citizens Community, River Valley Rathingle Active Retirement and Rush Senior Citizens, which are each receiving funding under this scheme all do essential work for our community.

 “With a growing older population in coming years, governments need to continue to value and support organisations which do such valuable work for older citizens. I hope that the installation of this equipment will bring peace of mind and a sense of safety to many older members of our society.

“I would like to express my appreciation of the volunteers involved in providing essential services to our communities and to encourage all such organisations in the north County to apply for this type of funding.”

- Grant Aid of €9m for Horticulture Growers

Minister Sargent announces grant aid of €9m for horticulture growers

Mr Trevor Sargent T.D., Minister of State at the Department of Agriculture, Fisheries and Food, with special responsibility for Horticulture today announced a grant aid package of €9.4m under the Grant Scheme for the Development of the Horticulture Sector under the National Development Plan (2007-2013).Grants to 189 horticultural producers for capital investments in new facilities are provided for in the package. The grant aid covers all areas of the horticultural production sector – including mushrooms, protected crops, nursery crops, field vegetables, soft fruits/apples and bee-keeping/others – and will help to fund on-farm investments of about €23.2m.

Minister Sargent said that the level of interest in the horticulture aid scheme was now at its highest since the scheme started in 2000 and reflected a very high degree of confidence by producers in the future of the sector. “This is all the more encouraging at a time when the importance of fruit and vegetables in a healthy diet have been highlighted by recent reports in obesity” Minister Sargent said.Minister Sargent said that horticultural output was now valued at over €300m and retail sales were of the order of €650m. The importance of fruit and vegetables in a healthy diet and the growth in the amenity sector were key pointers for the future.
“There is need for improved production structures and equipment for energy conservation, good agriculture practice, proper hygiene and environmental standards and improved working conditions. These improvements are essential to increase competitiveness, ensure sustainable production and to assist growers in meeting the increasing demands of retail outlets in terms of production standards” said Minister Sargent.

Minister Sargent said that he would urge shoppers to be on the lookout for locally grown fruit and vegetables and reminded them that fresh local food tastes good and with less transport is better for the environment. We should support local producers and by doing so we are making an investment in our own community.
